After creating a case, the National Visa Center sends a Welcome Letter by email or physical mail. Official NVC guidance states that letter includes the information needed to log in to the Consular Electronic Application Center (CEAC).
Why it may be required
Applicants use the Welcome Letter to access CEAC, review NVC messages, pay applicable fees through official channels, and follow NVC instructions. This website never asks for NVC case numbers or invoice IDs.

Immigrant visa applicants whose approved petition has been transferred to NVC for consular processing.
Where Pakistani applicants can obtain it
Issued by the National Visa Center. Access CEAC only through official Department of State / NVC channels.
