What it is
NADRA describes a Family Registration Certificate as a certificate issued by the Authority which reflects, verifies, and provides a record of the family composition data of a registered person. The Department of State Pakistan reciprocity page states that an FRC lists family members and documents each member’s relationship to the others.
Why it may be required
The Department of State lists FRC as an alternate document that Pakistanis may use in lieu of a birth registration certificate, along with a Child Registration Certificate (CRC / B-form). It is not described as a document that every immigrant visa applicant must obtain in every case.
Who normally needs it
Applicants who need civil evidence of family composition or who are using FRC as alternate birth/family evidence under the reciprocity page. Do not assume every visa category requires a particular FRC type.

Common documents required
The Department of State states that to be eligible for inclusion on an FRC, each family member must be registered with NADRA and have a valid 13-digit identification number. If a family member is not registered, their information will not appear on an FRC.
